They decide on a “pre-annuitization” basis that they’d rather not wait, thus securing cash today

In many instances, not all of the annuity stream must be sold in order to secure cash payment. Often a client will sell a portion of the annuity, thus enabling them to receive future annuity payments after an agreed upon term of years.
